WASHINGTON (AP) — The Biden administration said Wednesday that it is prepared to begin evacuation flights for Afghan interpreters and translators who aided the U.S. military effort in the nearly 20-year war.

The Operation Allies Refuge flights out of Afghanistan during the last week of July will be available first for special immigrant visa applicants already in the process of applying for U.S. residency, according to the White House.
White House press secretary Jen Psaki declined to detail how many Afghans are expected to be among those evacuated in the first flights or where those evacuated will be taken, citing security concerns.
“The reason that we are taking these steps is because these are courageous individuals,” Psaki said. “We want to make sure we recognize and value the role they’ve played over the last several years.” President Joe Biden has faced pressure from lawmakers on both parties to come up with a plan to help evacuate Afghan military helpers before next month's U.S. troop withdrawal. The White House began briefing lawmakers on the outlines of their plans last month.
The evacuation planning could potentially affect tens of thousands of Afghans. Several thousand Afghans who worked for the United States — plus their family members — are already in the application pipeline for special immigrant visas.
The Biden administration has also been working on identifying a third country or U.S. territory that could host Afghans while their visa applications are processed. Krish O’Mara Vignarajah, president and CEO of Lutheran Immigration and Refugee Service, said that much about the Biden evacuation plan remains unknown, including how the administration will help those in areas outside the capital of Kabul evacuate. The Taliban have made rapid gains in taking over huge swaths of the country, particularly in more rural areas.
“Unfortunately, there are still far too many questions left unanswered, including who exactly and how many people are eligible for evacuation. ... How will those outside the capital access safety?” said Vignarajah, whose group has helped resettle thousands of Afghans in the U.S. “And to what countries will they be evacuated? We have serious concerns about the protection of our allies’ human rights in countries that have been rumored as potential partners in this effort.”
The administration is weighing using State Department-chartered commercial aircraft, not military aircraft, according to an administration official, who was not authorized to publicly discuss internal deliberations and spoke on condition of anonymity. But if the State Department requests military aircraft, the U.S. military would be ready to assist, the official said.
Tracey Jacobson, a three-time chief of mission in Tajikistan, Turkmenistan and Kosovo, is leading the State Department coordination unit that will deliver on the president’s commitment under Operation Allies Refuge. That unit also includes representatives from the departments of Defense and Homeland Security.
Russ Travers, deputy homeland security adviser and former head of the National Counterterrorism Center, is coordinating the interagency policy process on Operation Allies Refuge, officials said. Separately, the White House announced that Elizabeth Sherwood-Randall, the White House homeland security adviser, would lead a U.S. delegation to a security conference in Uzbekistan this week to discuss Afghanistan’s security issues with leaders from Uzbekistan, Tajikistan, the Kyrgyz Republic, Kazakhstan, and Turkmenistan. and other regional officials.
Afghan President Ashraf Ghani and Zalmay Khalilzad, U.S. special envoy on Afghanistan reconciliation, are also expected to take part in the conference. U.S. officials have said that one possibility under discussion is to relocate the Afghan visa applicants to neighboring countries in Central Asia, where they could be protected from possible retaliation by the Taliban or other groups.
The White House and State Department have declined to comment on the exact numbers to be relocated or where they might go. The U.S. Embassy in Kabul issued 299 special immigrant visas in March, 356 in April and 619 in May, according to the State Department. Biden said last week that the federal government has approved 2,500 special immigrant visas to come to the U.S. since his January inauguration.
An estimated 18,000 Afghans have worked for the U.S. as interpreters, drivers and other positions have applied for visas and await their applications being processed. Psaki reiterated that the White House is working with Congress on legislation to streamline the application process.
Biden announced last week that the U.S. military operation in Afghanistan will end on Aug. 31. The firming of the date to end the war comes after President Donald Trump’s administration negotiated a deal with the Taliban to end the U.S. military mission by May 1, 2021. Biden, after taking office, announced that U.S. troops would be out by the 20th anniversary of the attacks of Sept. 11, 2001. The attacks were plotted by al-Qaida leader Osama bin Laden from Afghanistan, where he had been given refuge by the Taliban.
George W. Bush, who as president launched the war, criticized the Western withdrawal from Afghanistan in an interview with a German broadcaster released Wednesday, saying he fears for Afghan women and girls as the Taliban regains control of much of the country.
“It’s unbelievable how that society changed from the brutality of the Taliban, and all of a sudden — sadly — I’m afraid Afghan women and girls are going to suffer unspeakable harm,” Bush said.

The high-level peace talks between the warring Afghan sides follow months-old discussions in Qatar that have been stalled by a diplomatic stalemate and escalating violence. Even as officials faced each other across the vast tables in Tehran and Iran’s top diplomat pledged to end the crisis, fighting surged in Afghanistan’s western Badghis province.
The Taliban political committee, led by chief negotiator Sher Mohammad Abbas Stanikzai, flew from Doha to Iran’s capital to meet Afghan government officials, including former Vice President Younus Qanooni and others from the High Council for National Reconciliation.
Iranian Foreign Minister Mohammad Javad Zarif greeted the delegates, urging them to “take difficult decisions today for the future of their country," state-run media reported. After the “failure of the U.S. in Afghanistan,” Zarif said, Iran stands “ready to assist the dialogue” and to “resolve the current conflicts in the country."
“Returning to the inter-Afghan negotiation table and committing to political solutions is the best choice,” he added. Later, Zarif tweeted the meeting had been “cordial” and promised Iran would stand with Afghans on their road to peace.
But any solution appeared a long way off Wednesday as the Taliban offensive, which has recently captured many districts in the country’s north, pushed into Badghis province. The insurgents attacked the provincial capital of Qala-e-Naw from several sides, its governor Hasamuddin Shams said, adding that Afghan troops had so far managed to push the Taliban back.
From early Wednesday morning, battles raged near the provincial police headquarters and a Qala-e-Naw army base, said Abdul Aziz beg, head of the provincial council in Badghis. The fighting killed at least two civilians and wounded 28 others, including women and children, said Dr. Sanahullah Sabit at the Provincial Badghis Hospital. Medics sent five people in critical condition to a regional hospital in the neighboring Herat province for further treatment, he added.
Videos widely circulated on social media appeared to show Taliban fighters speeding into the provincial capital on motorcycles. Other clips show insurgents approaching the city’s prison and releasing inmates. The Associated Press could not independently verify the authenticity of the footage.
Fawad Aman, the Afghan defense minister's deputy spokesman, promised security forces would clear the city in the coming hours. The Taliban have not publicly commented on the violence in Qala-e-Naw. The surge in fighting — and the sudden news of peace talks in Tehran — come at a critical time for the war-battered country.
After a two-decade-long military campaign, the U.S. military announced on Tuesday that 90% of American troops and equipment had already left the country, with the drawdown set to finish by late August. Last week, U.S. officials definitively vacated the country’s biggest airfield, Bagram Air Base, the epicenter of the war to oust the Taliban and hunt down the al-Qaida perpetrators of the 9/11 terrorist attacks on America.
The Taliban have made relentless territorial wins since April, when President Joe Biden announced that the last 2,500-3,500 U.S. soldiers and 7,000 allied NATO soldiers would depart Afghanistan. With their victories in northern and southern Afghanistan, the Taliban are escalating pressure on provincial cities and gaining control of key transportation routes.
Afghanistan’s uncertain path toward peace bears profound consequences for its western neighbor Iran, which the U.N. estimates hosts some 2 million undocumented Afghans. Amid the specter of another civil war, fears have grown in Iran over a new wave of Afghans seeking refuge in the country, which already is struggling to stem worsening poverty under tough U.S. sanctions.
Iran and Afghanistan share deep cultural ties and a 945-kilometer-long (587 miles) border. Tehran has historically viewed U.S. military presence in neighboring countries as a threat and pushed for American troop withdrawals from the region.
Iran, the Shiite powerhouse of the Middle East, has occasionally in the past hosted the Sunni militant Taliban and Afghan government officials in Tehran for peace talks. In playing host, Iran seeks counterbalance against regional rivals like Saudi Arabia that typically wield greater influence over Sunni groups in the Middle East.
The Taliban's recent territorial gains also have fueled national security concerns in Iran. “We do warn the Taliban not to get close to Iranian borders,” said lawmaker Shahriar Heidari, a member of influential parliamentary committee on national security and foreign relations. “This is Iran's red line.”

The report released late Saturday by Iran's Civil Aviation Organization comes months after the Jan. 8 crash near Tehran, which authorities for days denied having hand in. The shootdown happened the same night Iran launched a ballistic missile attack targeting U.S. soldiers in Iraq, its response to the American drone strike that killed Guard Gen. Qassem Soleimani in Baghdad.
At the time Iranian troops were bracing for a U.S. counterstrike and appear to have mistaken the plane for a missile. The report detailed a series of moments where the shootdown of Ukraine International Airlines Flight 752 could have been avoided.
The report said the surface-to-air missile battery that targeted the Boeing 737-800 had been relocated and was not properly reoriented. Those manning the missile battery could not communicate with their command center, they misidentified the civilian flight as a threat and opened fire twice without getting approval from ranking officials, the report said.
“If each had not arisen, the aircraft would not have been targeted,” the report said.
