His wife, Simone Gbagbo, expressed joy about the court's decision. “Now that he is released, he must return home,” she said from Abidjan. “The government must charter a plane to pick him up. I am counting on the government to do so.” Presiding Judge Chile Eboe-Osuji said the panel “rejects the prosecutors' appeal and confirms the decision of the Trial Chamber.” “The appeals chamber hereby revokes all remaining conditions on the release of Mr. Gbagbo and Mr. Ble Goude as a result of this judgment,” he added. The court's chief prosecutor, Fatou Bensouda, said on Twitter that she respected the decision. “We will take the time necessary to review & carefully analyse the judgement & its dissenting & separate opinions in detail so that we fully appreciate its rationale & import for our work,” she wrote. Ble Goude's lawyer, Geert-Jan Knoops, flashed a victory sign as he was welcomed by the supporters outside court. “These two people were really wrongly accused and I think the appeals chamber made it quite clear that the evidence was so exceptionally weak that no reasonable court could come to a conviction,” he said. “I hope authorities in Cote d'Ivoire will accept the judgment and will let (Ble Goude) into the country. He wants to return after seven years.” More than 3,000 people were killed after Gbagbo refused to accept defeat by his rival, current Ivory Coast President Alassane Ouattara. Amnesty International West Africa Researcher Michèle Eken said the victims “will be disappointed again today.” Eken said the acquittal means that “the court has held no one responsible for atrocity crimes committed during this period.” Issiaka Diaby, president of an association representing victims of the post-election crisis, called Wednesday’s decision “a real shame,” blaming the ICC prosecutor for failing to get justice for the families. He said he would meet with some of them in the coming days. “There were 3,000 deaths and there are no culprits. It is a serious matter that this international institution of justice worked for eight years and was not able to put a name and a face to these victims,” Diaby said. “The victims cannot be victims of the incompetence of the prosecutor’s office,” he added. “I am worried for Ivory Coast. If we remain in impunity, every citizen must consider himself in danger.” Prosecutors appealed the 2019 ruling, saying the decision to acquit was wrong and asking appeals judges to declare a mistrial, but the appeals panel rejected all their arguments. Gbagbo and Ble Goude were released following their acquittals but returned to court for Wednesday's hearing. Gbagbo was the first former president to go on trial at the global court and his case was seen as a milestone in efforts to bring to justice even the highest-ranking leaders accused of atrocities. He refused to concede defeat after losing the 2010 election to Ouattara. Both men held inauguration ceremonies and a months-long standoff ensued until pro-Ouattara forces captured Gbagbo. Ouattara, who has been in power for nearly a decade, was re-elected in November for a controversial third term strongly contested by opposition leaders. He maintains that the two-term limit for presidents does not apply to him because of a constitutional referendum passed in 2016. Gbagbo still has strong support in Ivory Coast and his followers say they have been left out the country’s reconciliation process in the years since his ouster. They supported his run for president last year, but his candidacy was not approved. Gbagbo was believed to have left the court without speaking to media. It was not clear what his next step will be or when he might seek to return to Ivory Coast. His wife, Simone Gbagbo, expressed joy about the court's decision. “Now that he is released, he must return home,” she said from Abidjan. “The government must charter a plane to pick him up. I am counting on the government to do so.” Presiding Judge Chile Eboe-Osuji said the panel “rejects the prosecutors' appeal and confirms the decision of the Trial Chamber.” “The appeals chamber hereby revokes all remaining conditions on the release of Mr. Gbagbo and Mr. Ble Goude as a result of this judgment,” he added. The court's chief prosecutor, Fatou Bensouda, said on Twitter that she respected the decision. “We will take the time necessary to review & carefully analyse the judgement & its dissenting & separate opinions in detail so that we fully appreciate its rationale & import for our work,” she wrote. Ble Goude's lawyer, Geert-Jan Knoops, flashed a victory sign as he was welcomed by the supporters outside court. “These two people were really wrongly accused and I think the appeals chamber made it quite clear that the evidence was so exceptionally weak that no reasonable court could come to a conviction,” he said. “I hope authorities in Cote d'Ivoire will accept the judgment and will let (Ble Goude) into the country. He wants to return after seven years.” More than 3,000 people were killed after Gbagbo refused to accept defeat by his rival, current Ivory Coast President Alassane Ouattara. Amnesty International West Africa Researcher Michèle Eken said the victims “will be disappointed again today.” Eken said the acquittal means that “the court has held no one responsible for atrocity crimes committed during this period.” Issiaka Diaby, president of an association representing victims of the post-election crisis, called Wednesday’s decision “a real shame,” blaming the ICC prosecutor for failing to get justice for the families. He said he would meet with some of them in the coming days. “There were 3,000 deaths and there are no culprits. It is a serious matter that this international institution of justice worked for eight years and was not able to put a name and a face to these victims,” Diaby said. “The victims cannot be victims of the incompetence of the prosecutor’s office,” he added. “I am worried for Ivory Coast. If we remain in impunity, every citizen must consider himself in danger.” Prosecutors appealed the 2019 ruling, saying the decision to acquit was wrong and asking appeals judges to declare a mistrial, but the appeals panel rejected all their arguments. Gbagbo and Ble Goude were released following their acquittals but returned to court for Wednesday's hearing. March 30, 2021 Bosco Ntaganda was convicted in July 2019 for his role as a commander of rebels responsible for atrocities committed during a brutal ethnic conflict in a mineral-rich region of Congo in 2002-2003. The global court found him guilty of a total of 18 counts of crimes against humanity and war crimes. On Tuesday, a five-judge appeals panel rejected all 15 of Ntaganda’s challenges to the convictions and also upheld his sentence. The judges also rejected an appeal by prosecutors challenging a legal point in the original trial decision. “The appeals chamber confirms by a majority the conviction decision and rejects the appeal lodged by Mr Ntaganda and the prosecutor,” Presiding Judge Howard Morrison said. Ntaganda, wearing a face mask for the hearing, sat impassively as Morrison read out a lengthy summary of the appeals chamber’s findings. Ntaganda became a symbol for impunity in Africa in the years between his indictment and his surrender to the court in 2013. He has always insisted he was innocent. Judges at his trial disagreed, saying he was guilty as a direct perpetrator of a murder and as an indirect co-perpetrator of crimes committed by his rebel militia forces including murders, rapes of men and women, a massacre in a banana field and of enlisting and using child soldiers. The group Physicians for Human Rights welcomed the confirmation of Ntaganda's convictions for crimes committed in the Ituri region of the African nation formally known as Democratic Republic of Congo. “Today’s decision is a milestone for international justice and a long-sought victory for survivors in Ituri, DRC, who have waited nearly two decades for Ntaganda to be held to account for terrorizing the country,” said Karen Naimer, the group's director of programs. “The conviction is also an important step for the prosecution of rape and systematic sexual violence as a crime against humanity, which for far too long has been overlooked by courts around the world,” Naimer added. Ntaganda himself used child soldiers as bodyguards in his position as deputy chief of staff and commander of operations for the Patriotic Forces for the Liberation of Congo rebel group. The force’s leader, Thomas Lubanga, was convicted by the ICC in 2012 of using child soldiers. He is serving a 14-year prison sentence. Earlier this month, ICC judges awarded victims of Ntaganda’s crimes $30 million in reparations. Stephen J. Rapp, a former U.S. ambassador-at-large for global criminal justice, used the case to call for an end to sanctions on International Criminal Court staff, including its chief prosecutor, that were imposed by the Trump administration. Farmers in Amer eke out a living tending to small fields and livestock, while before them pass behemoths of world trade — vessels carrying millions of dollars’ worth of cargo. But the canal is also a source of intense pride for residents of the area, including the nearby town of Suez. They call it “our canal” and the older ones still remember then-President Gamal Abdel Nasser's decision in 1956 to nationalize the canal despite fierce pressure from Western powers. “I was five or six years old, celebrations were everywhere,” said Abdel-Wahab, 71, who works as a waiter in Suez. “It was like you freed your son who was taken against your will." The village, along with other areas along the western bank of the canal, was abandoned during the 1967 Mideast war and its residents were only allowed to return in the 1970s. They are now rooting for canal authorities as they battle to dislodge the vessel. It was a windy morning when the Ever Given — one of the world's largest container ships — got wedged sideways in a single-lane stretch of the canal last Tuesday. Amer resident Fatima was feeding poultry on the roof of her three-story home when she saw the massive ship sitting motionless in the canal. At first, she didn't think it was unusual. “Sometimes, one vessel stops for a reason or another,” the elderly woman said Sunday, Dressed in a dark blue jalabiya, or traditional loose-fitting garment, she was sitting at the gate of her house with a neighbor. The women were chatting and drinking tea. Like other villagers, they did not want to give their full names for fear of getting in trouble with the authorities who have restricted media access to the area. Almost a week after the accident, tug boats and dredgers, taking advantage of high tides, partially floated the Ever Given on Monday, but it remains unclear how long it would take to set it free. The pointed bow of the Panama-flagged, Japanese-owned vessel remains stuck on sandy clay along the canal bank. Experts said that despite the partial success, the worst option — having to remove containers from the vessel to lighten the load — is not yet off the table. The giant ship carries some 20,000 containers. Taking them off would likely add even more days to the canal’s closure, further disrupting a global shipping network. A prolonged closure would cause delays in the global shipment chain. The canal handles some 10% of the world trade flow. Last year, some 19,000 vessels passed through it, according to official figures. The closure could affect oil and gas shipments to Europe from the Middle East. Already, Syria has begun rationing the distribution of fuel in the war-torn country because of delayed shipments. Over the past week, the salvage efforts have been the main topic of conversation in Amer, home to several thousand people who grow clover and cabbage and tend to water buffaloes, cows, goats and sheep. “We have not seen anything like that before,” Abdel-Wahab, the waiter, said of the Ever Given’s misfortune. Journalists have been visiting the village, in part to get a better view of the vessel. “For sure, you’re coming for the ship,” whispered a farmer to a reporter. His donkey cart was sitting in the middle of a narrow road just a few dozen meters (yards) from the vessel. “It’s there, standing like the mountain,” said another man when asked how to get closer to the ship. Dr. Seth Berkley is the CEO of Gavi, the Vaccine Alliance, and he says doses for health care workers and other high-risk groups in such countries to be delivered through the COVAX program will be set back weeks. He was elaborating Friday on an announcement a day earlier from Gavi and partners that as many as 90 million doses of AstraZeneca vaccine made by the Serum Institute of India will be delayed through the end of April as India’s government grapples with a spike in cases. Berkley says that "we had hoped to reach all health care workers and high-risk groups by the end of March.” He says talks continue with India’s government and SII “with the hope that we can get some of those doses freed up and be able to then move back into full swing scale-up later, in perhaps May.” PRAGUE The Czech Republic’s lower house of Parliament has voted to extend the state of emergency in one of the hardest hit European Union countries till April 11. The house’s approval enables the government to keep in place a tight lockdown through Easter that ends on April 5. PHOENIX Health officials in Arizona announced an outdoor state-run COVID-19 mass vaccination site in the Phoenix suburb of Chandler will be replaced April 5 by a drive-thru operation inside a large business warehouse in Mesa in advance of approaching hot weather. The Department of Health Services announced the vaccination site now run at Chandler-Gilbert Community College will use 30,000 square feet (2,787 square meters) of a 500,000-square-foot (46,451-square-meter) distribution center belonging to Dexcom Inc. Republican Gov. Doug Ducey said the site switch will maintain the state’s vaccination program’s presence in southeastern Maricopa County while protecting staff, volunteers and people getting vaccinated. The department said the 24-hour site at State Farm Stadium in Glendale will convert to overnight operations only and additional indoor sites are being sought in preparation for summer heat. ATHENS, Greece Authorities in Greece said students and teachers will have to use self-test kits for COVID-19 in order to attend classes when schools reopen. Greece is planning to make the test kits freely available on a weekly basis to every resident of the country with a social security number, starting next month. NICOSIA, Cyprus Cyprus’ Health Ministry says the spread of the U.K. variant of the coronavirus throughout the east Mediterranean island nation has marked an “alarming” increase, making up 95.5% of all new infections from Feb. 16 through Mar. 6. The governor of South Carolina has opened up COVID-19 vaccination to all of the state’s residents ages 16 and up, saying the state could begin scheduling appointments next week and receive the vaccine starting March 31. The governor of Oregon has said she will accelerate the state's vaccine eligibility timeline by two weeks for residents over age 16 with underlying medical conditions, frontline workers and those living in multi-generational homes. Democratic Gov. Kate Brown said those groups will now be eligible to sign up for the COVID-19 vaccine on April 5. Those over age 45 with underlying conditions become eligible for the vaccine on Monday and are already eligible in 22 counties that have already inoculated most of their older population. Brown said all residents over the age of 16 will become eligible for vaccination no later than May 1. Brown said the number of counties ahead of schedule on vaccinating their population and increased vaccine supply from the federal government made it possible to speed up the timeline.
