"Let them stop, let them stop because Ivory Coast needs peace.” While election observers outnumbered voters at some polling stations, crowds gathered early in the Abobo neighborhood, a Ouattara stronghold. “All Ivorians who want peace should vote today,” said Mamery Doumbia, standing outside the Abobo Sagbe voting center. “My greatest wish is that the country finds peace again following the election because I am afraid for what will happen after the vote.” More than 20 people have died amid clashes ahead of the vote in the West African nation, prompting the United Nations and human rights groups to call for calm. The election is taking place a decade after a post-electoral crisis left more than 3,000 people dead. “Ivory Coast’s recent history underscores the need for the authorities to do their utmost to ensure that the presidential elections do not presage a return to widespread intercommunal and political violence," said Ida Sawyer, deputy Africa director at Human Rights Watch. The 2010 presidential election brought months of violence after then-President Laurent Gbagbo refused to concede defeat to Ouattara. Ouattara ultimately prevailed, and Gbagbo was later acquitted of crimes against humanity at the International Criminal Court, but many fear that anger over the president’s bid for a third term could reignite old rivalries. The top two opposition candidates, Pascal Affi N’Guessan and Henri Konan Bedie, have pulled out of the race in a boycott. They remain on the ballot but have urged their supporters to stay home or carry out acts of peaceful civil disobedience. About 30 kilometers (19 miles) from N'Guessan hometown, officials said voting materials had been destroyed in the town of M'Batto. Ouattara faces just one other candidate, Konan Bertin Kouadio, who broke away from his longtime party earlier this year to run as an independent when it chose Bedie instead as its standard bearer. Kouadio received less than 4% of the vote in the 2015 election. The president, who has broad international support and was re-elected five years ago with nearly 84% of the vote, initially said he would not seek a third term. He backtracked, though, after his chosen successor died from a heart problem in July. Ouattara’s opponents tried unsuccessfully to have his candidacy thrown out, citing constitutional term limits. The president maintains the two-term limit does not apply to him because a new constitution was approved in a 2016 referendum. Critics say Ouattara has essentially shaped the race to his favor, stacking the electoral bodies with his supporters to ensure any legal appeals fail. The parent of a student had filed a complaint against the teacher, another police official said, adding that the suspected killer did not have a child at the school. The State Department does not comment on pending extradition requests, a spokesperson said. A federal judge in Massachusetts last month ruled that the men could be extradited, although the State Department had the final say. The Taylors are wanted by Japan so they can be tried on charges that they helped Ghosn flee the country last year with the former Nissan boss tucked away in a box on a private jet. The flight went first to Turkey, then to Lebanon, where Ghosn has citizenship but which has no extradition treaty with Japan. Ghosn said he fled because he could not expect a fair trial, was subjected to unfair conditions in detention and was barred from meeting his wife under his bail conditions. Bank records show Ghosn wired more than $860,000 to a company linked to Peter Taylor in October 2019, prosecutors said in court documents. Ghosn’s son also made cryptocurrency payments totaling about $500,000 to Peter Taylor in the first five months of this year, prosecutors say. Michael Taylor ran a private security business initially focused on private investigations. The caseload grew through corporate work and unofficial referrals from the State Department and FBI, including parents whose children had been taken overseas by former spouses. In 2012, federal prosecutors alleged Taylor had won a U.S. military contract to train Afghan soldiers by using secret information passed along from an American officer. When Taylor learned the contract was being investigated, he asked an FBI agent and friend to intervene, prosecutors charged. The army had previously maintained that its troops were not at the site of the shooting, but Tuesday night a military spokesman, Maj. Osoba Olaniyi, reversed that position, saying soldiers had been deployed there to enforce a curfew. No one said ballots marked for Trump were thrown out in the incident. Trump’s motive for challenging votes by mail is plain: Democrats are dominating that segment of voting. Registered Democrats have also outnumbered registered Republicans in early voting in person at polling places, though the gap is narrower than with mailed ballots. In short, Trump may need supporters to show up in huge numbers on Election Day if not before, and his baseless allegations of early-voting irregularities are designed to motivate them to do so as well as to portray the result as illegitimate if Biden wins. As for his demand for a “final vote total” on election night, that flies in the face of how votes are counted and reported. Apart from the usual lags in rounding up and reporting totals from every precinct in the country, the U.S. is seeing unprecedented numbers of early votes, and some battleground states won't even start counting them until Election Day votes have been tallied. Indeed, the Supreme Court is allowing Pennsylvania to count mailed ballots that are not even received by elections officials for three days after the election, as long as there's no evidence that such ballots were filled out after Nov. 3. The court quashed an effort in Wisconsin to extend the absentee ballot deadline there. Earlier in the campaign, Trump asserted that the winner should be declared on election night, another outcome no one can guarantee and one that may elude the country in a week. There is no requirement that the winner be determined Election Day. He raised the question of delaying the election, then dropped it, but has persisted in groundless allegations that it is certain to be plagued by fraud. Thai Protesters carry on Demonstrations despite Warnings BANGKOK (AP) — Thousands of mainly young Thais were back on the streets of Bangkok on Sunday for a fifth straight day of protests demanding sweeping political change, with demonstrations also taking place at several other locations around the country. October 18, 2020 The demonstrators, who are protesting despite a state of emergency banning them from doing so, received a new warning from police that they are violating the law. On Saturday, however, few people had been arrested as peaceful rallies were held at several points around Bangkok, the capital, with several thousand taking part. The protest movement — which is calling for the prime minister's resignation, a more democratic constitution and a reformed monarchy — began in March at universities around the country. After a lull due to the coronavirus crisis, it was revived in late July, building up strength, particularly in Bangkok. On Sunday, rallies were called in at least a dozen provinces, including Chiang Mai, a popular tourist destination in northern Thailand. Social media spread the word, though the government said it would seek legal action against accounts posting details of planned protests. The rallies in Bangkok again drew large crowds, perhaps as many as 10,000 in all, despite the official warnings and intermittent rain. “If we are together we have a better chance to win, but if we let people fight alone there will be less chance to win," a 24-year-old protester who called herself Pear said at a rally at the busy Asoke intersection, located in the commercial heart of the capital. “So we are here to express ourselves, what we are wanting and what we are expecting for the future as well." The larger rally in Bangkok was held at Victory Monument, a popular meeting point that anchors a traffic circle on a main thoroughfare. The atmosphere there was jumpy due to occasional rumors that police had been spotted nearby. The authorities tried in vain to keep people from gathering by selectively shutting down stations on Bangkok’s elevated and underground mass transit lines. On Saturday, after protest organizers urged followers to meet at the city’s Skytrain stations, they had ordered all stations to be closed, to little avail. The current cycle of confrontations began before dawn Thursday, when police broke up an overnight rally outside Government House, which hosts the offices of Prime Minister Prayuth Chan-ocha. It led Prayuth to declare a state of emergency, banning gatherings of more than five people and allowing the government extra powers to keep the peace. Protesters ignored the emergency decree and gathered Thursday night in large numbers at a major intersection in Bangkok’s central shopping district, overcoming half-hearted resistance by thin lines of police. A Friday night rally at a nearby intersection was crushed by a large force of riot police backed by truck-mounted water cannons. The use of force was condemned by rights organizations. Police made no efforts to break up Saturday’s gatherings, which ended peacefully at 8 p.m., as scheduled by organizers. A statement issued late Saturday night by Prayuth’s office said the government had acted within the law in seeking to stop the rallies and did not intend to deny people their rights. “The situation is very dynamic at the moment," police deputy spokesperson Kissana Phatanacharoen said at a Sunday morning news conference. “There is no formula as to what we do or what we don't do.” He said that if people failed to obey the law, police would be compelled to enforce it. The protesters charge that Prayuth, who as army commander led a 2014 coup that toppled an elected government, was returned to power unfairly in last year’s general election because laws had been changed to favor a pro-military party. The protesters say a constitution promulgated under military rule and passed in a referendum in which campaigning against it was illegal is undemocratic. The protest movement became particularly controversial when it adopted reform of the monarchy as a demand. The protesters want it to act within the checks and balances of democracy. The monarchy has long been considered sacrosanct in Thailand, and is protected by a law that makes defaming the royal institution punishable by a prison term of three to 15 years. The issue has angered Thailand’s conservative establishment, especially the army, which considers protecting the monarchy to be one of its main duties. ------------------------- Experts opined that Buhari Coordinators Ex.
