Lai is among a string of pro-democracy activists and supporters arrested by Hong Kong police in recent months as authorities step up their crackdown on dissent in the semi-autonomous Chinese territory. He was charged with fraud on Dec. 3 for allegedly violating the lease terms for office space for the Next Digital, the media company he founded. He was later charged again on Dec. 12 under the sweeping national security law imposed by Beijing on suspicion of colluding with foreign forces and endangering national security. Lai entered the Court of Final Appeal without making any comments to supporters and media, many of whom swarmed the tycoon as he made his way into the courtroom. His bail conditions included surrendering his travel documents and a ban on meeting with foreign officials, publishing articles on any media, posting on social media and giving interviews. Chinese state-owned newspaper People’s Daily posted a strongly worded commentary on Sunday criticizing the court for granting bail to Lai, stating that it “severely hurt Hong Kong’s rule of law.” The People’s Daily said that it would not be difficult for Lai to abscond, and called him “notorious and extremely dangerous.” It also warned that China could take over the case, according to Article 55 of the national security law which states that China can “exercise jurisdiction over a case concerning offence endangering national security.” Hong Kong’s judiciary on Tuesday uploaded a 19-page judgment on its website, laying out the reasons why High Court Judge Justice Alex Lee had granted Lai bail. Lee said that he was satisfied that there was no flight risk in Lai’s case, and noted that Lai was willing to have his movements monitored if it had been a feasible option. On Tuesday, Lai resigned as chairman and executive director of Next Digital, which runs the Apple Daily newspaper, according to a filing made to the Hong Kong stock exchange. Brexit enthusiasts in Parliament praised it as a reclamation of independence from the bloc. Pro-Europeans lamented its failure to preserve seamless trade with Britain's biggest economic partner. But the vast majority in the divided Commons agreed that it was better than the alternative of a chaotic rupture with the EU. The deal will become British law once is passes through the unelected House of Lords later in the day and gets formal royal assent from Queen Elizabeth II. The U.K. left the EU almost a year ago, but remained within the bloc’s economic embrace during a transition period that ends at midnight Brussels time —- 11 p.m. in London — on Thursday. European Commission President Ursula von der Leyen and European Council President Charles Michel signed the hard-won agreement during a brief ceremony in Brussels on Wednesday morning. “The agreement that we signed today is the result of months of intense negotiations in which the European Union has displayed an unprecedented level of unity,” Michel said. “It is a fair and balanced agreement that fully protects the fundamental interests of the European Union and creates stability and predictability for citizens and companies.” The documents were then flown by Royal Air Force plane to London, where Prime Minister Boris Johnson added his signature. The European Parliament also must sign off on the agreement, but is not expected to do so for several weeks. Johnson told legislators that the deal heralded “a new relationship between Britain and the EU as sovereign equals.” It has been 4 1/2 years since Britain voted 52% to 48% to leave the bloc it had joined in 1973. Brexit started on Jan. 31 of this year, but the real repercussions of that decision have yet to be felt, since the U.K.’s economic relationship with the EU remained unchanged during the 11-month transition period that ends Dec. 31. Big changes are coming on New Year’s Day. The agreement, hammered out after more than nine months of tense negotiations and sealed on Christmas Eve, will ensure Britain and the 27-nation EU can continue to trade in goods without tariffs or quotas. That should help protect the 660 billion pounds ($894 billion) in annual trade between the two sides, and the hundreds of thousands of jobs that rely on it. But the end to Britain’s membership in the EU’s vast single market and customs union will still bring inconvenience and new expense for both individuals and businesses — from the need for tourists to have travel insurance to the millions of new customs declarations that firms will have to fill out. Brexit supporters, including Johnson, say any short-term pain will be worth it. Johnson said the Brexit deal would turn Britain from “a half-hearted, sometimes obstructive member of the EU” into “a friendly neighbor — the best friend and ally the EU could have.” He said Britain would now “trade and cooperate with our European neighbors on the closest terms of friendship and goodwill, whilst retaining sovereign control of our laws and our national destiny.” Some lawmakers grumbled about being given only five hours in Parliament to scrutinize a 1,200-page deal that will mean profound changes for Britain’s economy and society. But support among legislators —- most of whom debated and voted from home because of virus restrictions — was overwhelming, if not always enthusiastic. The powerful euroskeptic wing of Johnson's Conservative Party, which fought for years for the seemingly longshot goal of taking Britain out of the EU, gave its backing to the deal. The strongly pro-EU Scottish National Party and Liberal Democrats and Northern Ireland's Democratic Unionist Party voted against. But the main opposition Labour Party, which had sought a closer relationship with the bloc, said it would vote for the agreement because even a thin deal was better than a chaotic no-deal rupture. “We have only one day before the end of the transition period, and it’s the only deal that we have," said Labour leader Keir Starmer. "It’s a basis to build on in the years to come.” Former Conservative Prime Minister Theresa May, who resigned in 2019 after three years of Brexit acrimony in Parliament, said she would vote for Johnson's agreement. But she said it was worse than the one she had negotiated with the bloc, which lawmakers repeatedly rejected. She noted that the deal protected trade in goods but did not cover services, which account for 80% of Britain's economy. “We have a deal in trade, which benefits the EU, but not a deal in services, which would have benefited the U.K.," May said. Rather than immediately pursue ambitious legislation to combat climate change, the incoming administration may try to wrap provisions into a coronavirus aid bill. Biden's agenda hinges on the fate of two Senate runoff races in Georgia, which will be decided on Jan. 5. If Democrats win both seats, the chamber will be evenly divided, with Vice President-elect Kamala Harris casting the tie-breaking vote. In that event, Biden's agenda items stand a better chance of at least getting a vote. If Republicans maintain control, Senate Majority Leader Mitch McConnell might not bring the new president's priorities to the floor. Biden's initial focus on Capitol Hill will be a multibillion-dollar coronavirus aid bill, which is certain to require significant political capital after lawmakers have been deadlocked over negotiations on Capitol Hill for months. The president-elect said Thursday on CNN that while he supports a $900 billion compromise bill introduced this week by a bipartisan group of negotiators, the bill is “a good start" but it's “not enough” and he plans to ask for more when he's in office. His team is already working on his own coronavirus relief package. People close to Biden's transition team say they're looking at that stimulus as a potential avenue for enacting some climate reforms — like aid for green jobs or moving the nation toward a carbon-free energy system — that might be tougher to get on their own. Durbin mentioned President Barack Obama’s first term as a precedent for what Biden will encounter when he takes office. Then, Obama was forced to focus much of his early energy on a stimulus package to deal with the financial crisis, and he spent months wrangling with his own party on his health care overhaul. Obama also enacted financial regulatory reform, but other progressive priorities, like cap and trade legislation and immigration reform, ultimately lost steam. And he had a significant House and Senate majority at the time. Still, some Republicans argue that if Biden approaches negotiations in good faith, there are some common areas of agreement. Rohit Kumar, the co-leader of PwC's Washington National Tax Services and a former top aide to McConnell, said it's possible to find a compromise on some smaller-scale priorities, like an infrastructure bill, addressing the opioid crisis and even a police reform bill. “There is stuff in the middle, if Biden is willing to do deals in the middle — and that means being willing to strike agreements that progressive members don’t love, and maybe have them vote no, and be at peace with that,” he said. Indeed, speaking on CNN Thursday, Biden expressed optimism about cutting deals with Republicans. He said when it comes to national security and the “economic necessity” of keeping people employed and reinvigorating the economy, “there's plenty of room we can work.” Still, he acknowledged, "I’m not suggesting it’s going to be easy. It’s going to be hard." But here, progressives, not Republicans, could be the roadblock. Waleed Shahid, spokesperson for the liberal Justice Democrats, said progressives are “worried and anxious” about Biden's history of making what he called “toxic compromises with McConnell." “I think progressives will probably play a key role in trying to push Democrats to have a spine in any negotiations with Mitch McConnell,” he said. “People will hold him accountable for what he ran on.” Shaheed said he believes progressives could play a role in pushing the Biden administration to embrace a more “aggressive approach” and pursue executive actions to address some Democratic priorities. And indeed, Biden’s transition team has already been at work crafting a list of potential unilateral moves he could take early on. Biden has promised to take major legislative action on immigration reform and gun control, but prior legislative efforts on both of those issues — with bipartisan support — have failed multiple times. Heightened security was in place in some states as electors met to cast paper ballots, with masks, social distancing and other pandemic precautions the order of the day. The results will be sent to Washington and tallied in a Jan. 6 joint session of Congress over which Vice President Mike Pence will preside. For all Trump's unsupported claims of fraud, there was little suspense and no change as every one of the electoral votes allocated to Biden and the president in last month's popular vote went officially to each man. On Election Day, the Democrat topped the incumbent Republican by more than 7 million in the popular vote nationwide. California’s 55 electoral votes put Biden over the top. Vermont, with 3 votes, was the first state to report. Hawaii, with 4 votes, was the last. "Once again in America, the rule of law, our Constitution, and the will of the people have prevailed. Our democracy — pushed, tested, threatened — proved to be resilient, true, and strong,” Biden said in an evening speech in which he stressed the size of his win and the record 81 million people who voted for him. He renewed his campaign promise to be a president for all Americans, whether they voted for him or not, and said the country has hard work ahead on the virus and economy. But there was no concession from the White House, where Trump has continued to make unsupported allegations of fraud. Trump remained in the Oval Office long after the sun set in Washington, calling allies and fellow Republicans while keeping track of the running Electoral College tally, according to White House and campaign aides. The president frequently ducked into the private dining room off the Oval Office to watch on TV, complaining that the cable networks were treating it like a mini-Election Night while not giving his challenges any airtime. The president had grown increasingly disappointed with the size of “Stop the Steal” rallies across the nation as well as efforts for the GOP to field its own slates of electors in states. A presidential wish for a fierce administration defense led to TV appearances early Monday by Stephen Miller, one of his most ferocious advocates, to try to downplay the importance of the Electoral College vote and suggest that Trump’s legal challenges would continue all the way to Inauguration Day on Jan. 20. Late in the day, he took to Twitter to announce that Attorney General William Barr was leaving the administration before Christmas. Barr’s departure comes amid lingering tension over Trump's unsupported fraud claims, especially after Barr's statement this month to The Associated Press that the election results were unaffected by any fraud. In a Fox News Channel interview taped over the weekend, Trump said that “I worry about the country having an illegitimate president, that’s what I worry about. A president that lost and lost badly.” On Monday in Arizona, Georgia, Michigan, Nevada, Pennsylvania and Wisconsin — the six battleground states that Biden won and Trump contested — electors gave Biden and Vice President-elect Kamala Harris their votes in low-key proceedings. Nevada’s electors met via Zoom because of the coronavirus pandemic. Trump's efforts to undermine the election results also led to concerns about safety for the electors, virtually unheard of in previous years. In Michigan, lawmakers from both parties reported receiving threats, and legislative offices were closed over threats of violence. Biden won the state by 154,000 votes, or 2.8 percentage points, over Trump. Georgia state police were out in force at the state Capitol in Atlanta before Democratic electors pledged to Biden met. There were no protesters seen. Even with the Electoral College's confirmation of Biden’s victory, some Republicans continued to refuse to acknowledge that reality. Yet their opposition to Biden had no practical effect on the electoral process, with the Democrat to be sworn in next month. Republicans who would have been Trump electors met anyway in a handful of states Biden won. Pennsylvania Republicans said they cast a “procedural vote” for Trump and Pence in case courts that have repeatedly rejected challenges to Biden’s victory were to somehow still determine that Trump had won. In North Carolina, Utah and other states across the country where Trump won, his electors turned out to duly cast their ballots for him. Electors in North Carolina had their temperatures checked before being allowed to enter the Capitol to vote. Utah Attorney General Sean Reyes withdrew as a Trump elector and was in quarantine because he was exposed to someone with COVID-19. Former President Bill Clinton and former Secretary of State Hillary Clinton, whom Trump defeated four years ago, were among New York's 29 electors for Biden and Harris. In New Hampshire, before the state’s four electors voted for Biden at the State House in Concord, 13-year-old Brayden Harrington led the group in the Pledge of Allegiance. He had delivered a moving speech at the Democratic National Convention in August about the struggle with stuttering he shares with Biden. Following weeks of Republican legal challenges that were easily dismissed by judges, Trump and Republican allies tried to persuade the Supreme Court last week to set aside 62 electoral votes for Biden in four states, which might have thrown the outcome into doubt. The justices rejected the effort on Friday. The Electoral College was the product of compromise during the drafting of the Constitution between those who favored electing the president by popular vote and those who opposed giving the people the power to directly choose their leader. Each state gets a number of electors equal to its total number of seats in Congress: two senators plus however many members the state has in the House of Representatives. Rather than immediately pursue ambitious legislation to combat climate change, the incoming administration may try to wrap provisions into a coronavirus aid bill. Biden's team is also considering smaller-scale changes to the Affordable Care Act while tabling the more contentious fight over creating a public option to compete with private insurers. Biden is already working on an array of executive actions to achieve some of his bolder priorities on climate change and immigration without having to navigate congressional gridlock. The maneuvering reflects a disappointing political reality for Biden, who campaigned on a pledge to address the nation's problems with measures that would rival the scope of Franklin Delano Roosevelt's New Deal legislation. But Democrats acknowledge that big legislative accomplishments are unlikely, even in the best-case scenario in which the party gains a slim majority in the Senate. “Let’s assume my dream comes true,” Senate Democratic Whip Dick Durbin said, referring to a tight majority for his party. “I think we have to carefully construct any change in the Affordable Care Act, or any other issue, like climate change, based on the reality of the 50-50 Senate.” “There’s so many areas, which we value so much that Republicans do not, that it will be tough to guide through the Senate under the circumstances,” the Illinois Democrat added. Biden's agenda hinges on the fate of two Senate runoff races in Georgia, which will be decided on Jan. 5. If Democrats win both seats, the chamber will be evenly divided, with Vice President-elect Kamala Harris casting the tie-breaking vote. In that event, Biden's agenda items stand a better chance of at least getting a vote. If Republicans maintain control, Senate Majority Leader Mitch McConnell might not bring the new president's priorities to the floor. Biden's initial focus on Capitol Hill will be a multibillion-dollar coronavirus aid bill, which is certain to require significant political capital after lawmakers have been deadlocked over negotiations on Capitol Hill for months. The president-elect said Thursday on CNN that while he supports a $900 billion compromise bill introduced this week by a bipartisan group of negotiators, the bill is “a good start" but it's “not enough” and he plans to ask for more when he's in office. His team is already working on his own coronavirus relief package. People close to Biden's transition team say they're looking at that stimulus as a potential avenue for enacting some climate reforms — like aid for green jobs or moving the nation toward a carbon-free energy system — that might be tougher to get on their own. Durbin mentioned President Barack Obama’s first term as a precedent for what Biden will encounter when he takes office. Then, Obama was forced to focus much of his early energy on a stimulus package to deal with the financial crisis, and he spent months wrangling with his own party on his health care overhaul. Obama also enacted financial regulatory reform, but other progressive priorities, like cap and trade legislation and immigration reform, ultimately lost steam. And he had a significant House and Senate majority at the time. Still, some Republicans argue that if Biden approaches negotiations in good faith, there are some common areas of agreement. Rohit Kumar, the co-leader of PwC's Washington National Tax Services and a former top aide to McConnell, said it's possible to find a compromise on some smaller-scale priorities, like an infrastructure bill, addressing the opioid crisis and even a police reform bill. “There is stuff in the middle, if Biden is willing to do deals in the middle — and that means being willing to strike agreements that progressive members don’t love, and maybe have them vote no, and be at peace with that,” he said. Indeed, speaking on CNN Thursday, Biden expressed optimism about cutting deals with Republicans. He said when it comes to national security and the “economic necessity” of keeping people employed and reinvigorating the economy, “there's plenty of room we can work.” Still, he acknowledged, "I’m not suggesting it’s going to be easy. It’s going to be hard." But here, progressives, not Republicans, could be the roadblock. Waleed Shahid, spokesperson for the liberal Justice Democrats, said progressives are “worried and anxious” about Biden's history of making what he called “toxic compromises with McConnell." “I think progressives will probably play a key role in trying to push Democrats to have a spine in any negotiations with Mitch McConnell,” he said. “People will hold him accountable for what he ran on.” Shaheed said he believes progressives could play a role in pushing the Biden administration to embrace a more “aggressive approach” and pursue executive actions to address some Democratic priorities. And indeed, Biden’s transition team has already been at work crafting a list of potential unilateral moves he could take early on. He plans to reverse Trump’s rollback of a number of public health and environmental protections the Obama administration put in place. He’ll rejoin the World Health Organization and the Paris climate accord and rescind the ban on travel from some Muslim-majority countries. He could also unilaterally reestablish protections for “Dreamers” who were brought illegally to the U.S. as children. But some of his biggest campaign pledges require congressional action and are certain to face GOP opposition. Biden has promised to take major legislative action on immigration reform and gun control, but prior legislative efforts on both of those issues — with bipartisan support — have failed multiple times. On Sunday, the exiled opponent and former president of the National Assembly, Guillaume Soro, called on Ivorians to stand up against Ouattara, saying he risks sinking Ivory Coast into permanent disorder and instability. The opposition has referred to Ouattara’s re-election to a third term as an “electoral coup d’etat.” It tried to challenge the legality of his candidacy before the Oct. 31 vote, maintaining the president had already served two terms in power. Ouattara has been in power for nearly a decade. He initially said he would not run again this year but changed his mind after his party’s candidate died suddenly in July.
