Some of his accusers, identified in court by pseudonyms or first names, will get a chance to play a key role as government witnesses. Maxwell, 59, has pleaded not guilty to charges she groomed underage victims to have unwanted sex with Epstein. She has vehemently denied wrongdoing. “I have not committed any crime,” the jailed Maxwell blurted out at a recent pretrial conference. She was made to wear shackles coming and going from the courtroom, accentuating the severity of the allegations — although the restraints were gone at a hearing last week. The questioning of jurors by Judge Alison J. Nathan begins Tuesday as a pool of over 600 potential jurors is whittled down to 12 — and six alternates — just before opening statements start Nov. 29 in Maxwell's highly anticipated trial. Epstein, who died at 66, was arrested on multiple sex trafficking charges in New York in 2019. His lawyers contended the charges violated a 2008 non-prosecution deal with federal prosecutors in Miami that secretly ended a federal sex abuse probe involving at least 40 teenage girls. After pleading guilty to state charges in Florida instead, he spent 13 months in jail and paid settlements to victims. The New York case took a shocking turn when Epstein killed himself while awaiting trial two years ago. After his death, prosecutors turned their sights on Maxwell. The wealthy, Oxford-educated British socialite was the daughter of British publishing magnate Robert Maxwell, who died in 1991 after falling off his yacht — named the Lady Ghislaine — near the Canary Islands while facing allegations he'd illegally looted his businesses' pension funds. Behind the scenes of a lavish lifestyle, prosecutors say, Maxwell seized the role of satisfying Epstein's proclivity for luring young victims into “sexualized massages." They plan to show jurors a picture of Maxwell and Epstein swimming nude together to illustrate their close relationship. The trial’s drama will revolve around testimony from four women who say they and others were victimized as teens from 1994 to 2004 at Epstein’s estate in Palm Beach, Florida, his posh Manhattan townhouse and at other residences in Santa Fe, New Mexico, and London. Prosecutors say there’s evidence Maxwell knew that the victims, including a 14-year-old, were below the age of consent and arranged travel for some between Epstein’s homes. Defense lawyers are still trying to reduce or eliminate the testimony of one of the four because she was 17 at the time in a jurisdiction where that wasn’t legally underage. And prosecutors this past weekend asked the judge to let them reveal to the jury statements Epstein made to an employee about Maxwell's involvement with procuring underage girls. The indictment said Maxwell “would try to normalize sexual abuse for a minor victim by, among other things, discussing sexual topics, undressing in front of the victim, being present when a minor victim was undressed, and/or being present for sex acts involving the minor victim and Epstein.” The Epstein and Maxwell cases have fueled a cottage industry of podcasts and documentaries, like Netflix's “Jeffrey Epstein: Filthy Rich," as well as conspiracy theories and conjecture. Reports that investigators seized Maxwell’s address books have sparked speculation that the trial could explore Epstein’s connections to Prince Andrew, former President Bill Clinton and former O.J. Simpson lawyer Alan Dershowitz. But the judge has made clear there will be no name-dropping at trial, saying only certain pages of an address book — showing a section naming the alleged victims under the heading “massage” — will come into evidence. And she blocked prosecutors' attempt to introduce emails they said would show Maxwell tried to select women for other men, saying she was using her access to women “as a form of social currency with other influential men with whom she sought to ingratiate herself.” Epstein’s name, however, is expected to come up frequently, and Maxwell's lawyers have complained that Maxwell has already suffered from the negative publicity surrounding him. A questionnaire used to screen potential jurors inquired whether they had ever posted anything or an opinion about Maxwell or Epstein on social media. The defense has signaled it wants to portray Maxwell as a victim of sorts. “Jeffrey Epstein was a brilliant man who was flawed by enduring personality traits familiar to psychiatrists,” her lawyers said in a recent court filing. “Like many people who achieve great power and wealth, Jeffery Epstein exploited the ‘Halo effect’ to surround himself with people who would serve his needs.” Nathan has four times rejected Maxwell's bail requests, noting the ease with which the holder of U.S., French and British citizenships could use wealth and global connections to flee. The judge also questioned Maxwell's integrity, saying that she told authorities after her July 2020 arrest that she possessed around $3.5 million in assets, when she later admitted controlling $22.5 million with her husband. In a letter to Nathan last week, defense lawyer Bobbi Sternheim said her client “is eager for her day in court.” Maxwell "looks forward to her trial and to walking out of the courthouse uncuffed and unshackled following her acquittal,” wrote the lawyer who has repeatedly complained about Maxwell's jail conditions, contending Maxwell's been punished for Epstein's suicide by guards who shine a light into her cell every 15 minutes and treat her harshly. At a hearing last year where Maxwell was denied bail, some Epstein accusers made clear they believe she was equally culpable. She said Maxwell was initially quarantined without soap or a toothbrush and that medical and psychology staff stopped checking on her, failing to tell her the results of her COVID-19 tests or what to do if she becomes symptomatic. Prosecutors said Monday that her test result for the coronavirus was negative, and she will be tested again at the conclusion of her quarantine. The prospect of the ancient nation breaking apart has alarmed both Ethiopians and observers who fear what would happen to the often turbulent Horn of Africa at large. Countries including France, Germany and Turkey have told their citizens to leave immediately. Abiy was awarded the Nobel Peace Prize just two years ago for sweeping political reforms and for making peace with neighboring Eritrea. His trajectory from winning the Nobel to now potentially heading into battle has shocked many. But a move to the front would follow the tradition of Ethiopian leaders including Emperor Haile Selassie and Emperor Yohannes IV, who was killed in battle in 1889, said Christopher Clapham, a retired professor associated with the University of Cambridge. “It strikes me as a very traditional Ethiopian exertion of leadership,” Clapham said. “It might be necessary to rescue what looks like a very faltering Ethiopian military response." The Tigray forces, who had long dominated the national government before Abiy came to power, appear to have the momentum. They’ve approached the capital of Addis Ababa in recent weeks with the aim of strengthening their negotiating position or simply forcing the prime minster to step down. While unusual, a leader's move to the front has occurred elsewhere in Africa, but at times with deadly results: Chad's longtime president, Idriss Deby Itno, was killed while battling rebels in April, according to the military. “The situation is extremely dangerous,” said Adem Abebe, researcher with the International Institute for Democracy and Electoral Assistance. “If (Abiy) gets hurt or killed, it’s not just the federal government that will collapse, the army will as well.” The prime minister announced earlier this week that he would go to the battlefront, saying that “this is a time when leading a country with martyrdom is needed.” The deputy prime minister is handling the government’s day-to-day operations in the meantime, spokesman Legesse Tulu said Wednesday. Abiy also invited Ethiopians to join him — the latest call for every able citizen in the country of more than 110 million people to fight. There have been reports of hurried military trainings and allegations of forced conscription in recent months, while analysts have warned that, with the military apparently weakened, ethnic-based militias are stepping up. “He may be seriously considering becoming a martyr,” said the man who nominated Abiy for the Nobel, Awol Allo, a senior lecturer in law at Keele University in Britain. Allo said the move fits with the prime minister’s view of himself and his sense that he was destined to lead. But he also didn’t rule out the possibility that Abiy may have simply left the capital for a safer location — not the front — and was directing the war from there. U.S. envoy Jeffrey Feltman told reporters on Tuesday that he fears that “nascent” progress in mediation efforts with the warring sides could be outpaced by the “alarming” military developments. The war began in November 2020, when a growing political rift between the Tigray leaders and Abiy's government broke into open conflict. Abiy quietly allowed soldiers from Eritrea to enter Tigray and attack ethnic Tigrayans, resulting in some of the worst atrocities of the war. He denied the Eritreans’ presence for months. The Tigray forces have said they want Abiy out, among other demands. Abiy’s government wants the Tigray forces, which it has designated as a terrorist group, to withdraw to their region as part of their conditions. “Unless there is some kind of divine intervention, I don’t see any chance for a peaceful resolution through dialogue because the positions are highly polarized,” said Kassahun Berhanu, professor of political science at Addis Ababa University, who added he believed Abiy’s announcement about going to the front is “aimed at boosting popular morale." Millions of civilians are trapped and going hungry amid the fighting. Ethiopia's government has blockaded the Tigray region for several months, saying it fears that humanitarian aid will end up in the hands of fighters, while hundreds of thousands of people in the neighboring Amhara and Afar regions are beyond the reach of significant aid as Tigray forces advance through those areas. One target of the Tigray forces appears to be the supply line from neighboring Djibouti to Ethiopia's capital, and the U.S. envoy warned the fighters against cutting off that road or entering Addis Ababa. That could be “catastrophic” for the country, Feltman said to reporters on Tuesday. The U.N. has become increasingly outspoken as the flow of medical supplies, food and fuel has been brought to a near-halt. U.N. Secretary-General Antonio Guterres said he was “shocked” by the announcement and expressed “full confidence” in U.N. staff, saying they are guided by impartiality and neutrality. In a statement, he said the U.N. is engaging with Ethiopia's government “in the expectation that the concerned U.N. staff will be allowed to continue their important work.” Ethiopia’s government has accused humanitarian workers of supporting the Tigray forces who have been fighting its soldiers and allied forces since November. Memories of the 1980s famine in Ethiopia, which killed around 1 million people and produced images that shocked the world, are vivid in his mind, Griffiths said, “and we fervently hope (this) is not happening at present.” The AP, citing witness accounts and internal documents, last week reported the first starvation deaths since Ethiopia’s government imposed the blockade in June in an attempt to keep support from reaching Tigray forces. A statement from Ethiopia's foreign ministry said the seven U.N. officials must leave the country within 72 hours. Foreign Affairs Ministry spokesman Dina Mufti didn't respond to a request for details of their alleged interference. The people expelled include five with the U.N. humanitarian agency, including deputy coordinator Grant Leaity, one from the U.N. human rights office and the one UNICEF representative in the country, Adele Khodr. A spokesperson for the U.N. Office for the Coordination of Humanitarian Affairs and some of the individuals expelled didn't immediately comment. Findings from a joint investigation into the war by the U.N. human rights office and the government-created Ethiopian Human Rights Commission — a rare setup that has drawn concern and criticism — are scheduled for release on Nov. 1. It wasn't immediately clear if the probe will be affected by the expulsion of a U.N. member of the joint team, Sonny Onyegbula. The U.S. condemned the expulsions, with White House press secretary Jen Psaki speaking of “a stain on our collective conscience” that must stop. “We call on the UN Security Council and members of the international community to take urgent action to make clear to the government of Ethiopia that impeding humanitarian operations and depriving your own citizens of the basic means of survival is unacceptable,” she said. Psaki warned that Washington could impose financial sanctions “on those who obstruct humanitarian assistance to the people of Ethiopia.” The expulsions come as the U.N. also responds to the war's spread into Ethiopia's neighboring Amhara and Afar regions, with hundreds of thousands of people displaced. “What is chilling and revealing about the U.N. officials' expulsion is that it comes when the U.N. and other aid agencies are needed most in most parts of Ethiopia,” tweeted Mehari Taddele Maru, a professor of governance at the European University Institute. Earlier, Ethiopia's government suspended the operations of two major international aid groups — Doctors Without Borders and the Norwegian Refugee Committee — accusing them of spreading “misinformation” about the war. The government is so wary that humanitarian workers boarding rare flights to Tigray have been told they couldn't bring such items as can openers, multivitamins and medicine, even personal ones, as well as the means to document the crisis, including hard drives and flash drives. Griffiths told the AP he too was searched, with authorities examining everything in his bag and questioning why he was carrying earphones. For months, humanitarian workers have been increasingly hesitant to speak openly about the government's blockade of Tigray for fear of losing access to the region. The men were separated from the women, who were allowed to walk away. Shortly afterward, the men were shot,” according to MSF, which said in a statement late Wednesday that the “horrific event further underscores the need for the protection of civilians during this ongoing conflict.” Ethiopian authorities have not responded to MSF's allegations of the killings after an apparent ambush of a military convoy by an armed group. MSF's statement said Ethiopian military vehicles were on fire at the scene of the executions. Ethiopian Prime Minister Abiy Ahmed, who was in Eritrea Thursday for talks with President Isaias Afwerki, told lawmakers earlier this week that atrocities have been reported in Tigray, his first public acknowledgment of possible war crimes in the country’s northern region. Abiy also admitted, after repeated denials by authorities, that troops from neighboring Eritrea have gone into Tigray, where their presence has inflicted “damage” on the region’s residents. UNITED NATIONS The United Nations development agency says Afghanistan is teetering on the brink of “universal poverty” which could become a reality in the middle of next year unless urgent efforts are made to bolster local communities and their economies. Development Program outlined four scenarios for Afghanistan following the Taliban’s Aug. 15 assumption of power that predict the country’s GDP will decline between 3.6% and 13.2% in the next fiscal year starting in June 2022, depending on the intensity of the crisis and how much the world engages with the Taliban. That is in sharp contrast to the expected 4% growth in GDP before the fall of the government. “Afghanistan pretty much faces universal poverty by the middle of next year,” Kanni Wignaraja, UNDP’s Asia-Pacific Director, told a news conference Thursday launching its 28-page assessment. “That’s where we’re heading -- it’s 97-98% (poverty rate) no matter how you work these projections.” Currently, the poverty rate is 72% and Wignaraja pointed to many development gains after the Taliban were ousted from power in 2001: Per capita income more than doubled in the last 20 years, life expectancy at birth was extended by about nine years, the number of years of schooling rose from six to 10, “and we got women into university.” But she said Afghanistan now faces “a humanitarian and development disaster” resulting from political instability, frozen foreign reserves, a collapsed public finance system, “a crush on local banking because of this,” as well as the impact of the COVID-19 pandemic. July 14, 2021 The Operation Allies Refuge flights out of Afghanistan during the last week of July will be available first for special immigrant visa applicants already in the process of applying for U.S. residency, according to the White House. White House press secretary Jen Psaki declined to detail how many Afghans are expected to be among those evacuated in the first flights or where those evacuated will be taken, citing security concerns. “The reason that we are taking these steps is because these are courageous individuals,” Psaki said. “We want to make sure we recognize and value the role they’ve played over the last several years.” President Joe Biden has faced pressure from lawmakers on both parties to come up with a plan to help evacuate Afghan military helpers before next month's U.S. troop withdrawal. The White House began briefing lawmakers on the outlines of their plans last month. The evacuation planning could potentially affect tens of thousands of Afghans. Several thousand Afghans who worked for the United States — plus their family members — are already in the application pipeline for special immigrant visas. The Biden administration has also been working on identifying a third country or U.S. territory that could host Afghans while their visa applications are processed. Krish O’Mara Vignarajah, president and CEO of Lutheran Immigration and Refugee Service, said that much about the Biden evacuation plan remains unknown, including how the administration will help those in areas outside the capital of Kabul evacuate. The Taliban have made rapid gains in taking over huge swaths of the country, particularly in more rural areas. “Unfortunately, there are still far too many questions left unanswered, including who exactly and how many people are eligible for evacuation. ... How will those outside the capital access safety?” said Vignarajah, whose group has helped resettle thousands of Afghans in the U.S. “And to what countries will they be evacuated? We have serious concerns about the protection of our allies’ human rights in countries that have been rumored as potential partners in this effort.” The administration is weighing using State Department-chartered commercial aircraft, not military aircraft, according to an administration official, who was not authorized to publicly discuss internal deliberations and spoke on condition of anonymity. But if the State Department requests military aircraft, the U.S. military would be ready to assist, the official said. Tracey Jacobson, a three-time chief of mission in Tajikistan, Turkmenistan and Kosovo, is leading the State Department coordination unit that will deliver on the president’s commitment under Operation Allies Refuge. That unit also includes representatives from the departments of Defense and Homeland Security. Russ Travers, deputy homeland security adviser and former head of the National Counterterrorism Center, is coordinating the interagency policy process on Operation Allies Refuge, officials said. Separately, the White House announced that Elizabeth Sherwood-Randall, the White House homeland security adviser, would lead a U.S. delegation to a security conference in Uzbekistan this week to discuss Afghanistan’s security issues with leaders from Uzbekistan, Tajikistan, the Kyrgyz Republic, Kazakhstan, and Turkmenistan. and other regional officials. Afghan President Ashraf Ghani and Zalmay Khalilzad, U.S. special envoy on Afghanistan reconciliation, are also expected to take part in the conference. U.S. officials have said that one possibility under discussion is to relocate the Afghan visa applicants to neighboring countries in Central Asia, where they could be protected from possible retaliation by the Taliban or other groups. The White House and State Department have declined to comment on the exact numbers to be relocated or where they might go. The U.S. Embassy in Kabul issued 299 special immigrant visas in March, 356 in April and 619 in May, according to the State Department. Biden said last week that the federal government has approved 2,500 special immigrant visas to come to the U.S. since his January inauguration. An estimated 18,000 Afghans have worked for the U.S. as interpreters, drivers and other positions have applied for visas and await their applications being processed. Psaki reiterated that the White House is working with Congress on legislation to streamline the application process. Biden announced last week that the U.S. military operation in Afghanistan will end on Aug. 31. The firming of the date to end the war comes after President Donald Trump’s administration negotiated a deal with the Taliban to end the U.S. military mission by May 1, 2021. Even as officials faced each other across the vast tables in Tehran and Iran’s top diplomat pledged to end the crisis, fighting surged in Afghanistan’s western Badghis province. The Taliban political committee, led by chief negotiator Sher Mohammad Abbas Stanikzai, flew from Doha to Iran’s capital to meet Afghan government officials, including former Vice President Younus Qanooni and others from the High Council for National Reconciliation. Iranian Foreign Minister Mohammad Javad Zarif greeted the delegates, urging them to “take difficult decisions today for the future of their country," state-run media reported.
