The announcement came a day after the humanitarian group Doctors Without Borders, known by its French acronym MSF, reported that its staff on Tuesday saw Ethiopian government troops kill at least four civilians in Tigray. Three MSF staff alleged that they witnessed the extrajudicial killings when they were traveling ahead of two public mini-buses that were stopped by soldiers on the road from Mekele, the regional capital, to the city of Adigrat. “The soldiers then forced the passengers to leave the mini-buses. The men were separated from the women, who were allowed to walk away. Shortly afterward, the men were shot,” according to MSF, which said in a statement late Wednesday that the “horrific event further underscores the need for the protection of civilians during this ongoing conflict.” Ethiopian authorities have not responded to MSF's allegations of the killings after an apparent ambush of a military convoy by an armed group. MSF's statement said Ethiopian military vehicles were on fire at the scene of the executions. Ethiopian Prime Minister Abiy Ahmed, who was in Eritrea Thursday for talks with President Isaias Afwerki, told lawmakers earlier this week that atrocities have been reported in Tigray, his first public acknowledgment of possible war crimes in the country’s northern region. Abiy also admitted, after repeated denials by authorities, that troops from neighboring Eritrea have gone into Tigray, where their presence has inflicted “damage” on the region’s residents. Eritrean soldiers killed over 100 people, including pilgrims attending an annual religious event, on Nov. 28 and the next day in the city of Axum, the Ethiopian Human Rights Commission said in a report released Tuesday. Yemane G. Meskel, Eritrea’s information minister, said in a Twitter post on Thursday that “defamation campaigns against Eritrea have been ramped up" in recent days. Concern continues to grow over the humanitarian situation in Tigray, home to 6 million of Ethiopia’s more than 110 million people. Authorities haven’t cited a death toll in the war, which began in November when Abiy sent government troops into the region after an attack there on federal military facilities. The United States has characterized some abuses in Tigray as “ethnic cleansing,” charges dismissed as unfounded by Ethiopian authorities. The Trump administration had unapologetically removed the United States from numerous international institutions and agreements and harshly criticized others, including the ICC, deeming them flawed and working against American interests. Since Biden took office, his administration has rejoined the World Health Organization, re-engaged with the U.N. Human Rights Council, returned to the Paris climate accord and on Friday started talks aimed at returning to the Iran nuclear deal. Trump had pulled out of all five. The court was created to hold accountable perpetrators of war crimes and crimes against humanity in cases where adequate judicial systems were not available. The U.S. has not joined the ICC, which began operations in 2002 after enough countries ratified the treaty that created it, because of concerns the court might be used for politically motivated prosecutions of American troops and officials. Silvia Fernandez de Gurmendi, president of the court's management body of member states, said the U.S. removal of sanctions was helpful in promoting “a rules-based international order.” She noted the court and its managing states are currently studying the tribunal's procedures to improve its work providing accountability in the worst crimes of international concern. Rights groups on Friday applauded Biden for throwing out Trump's sanctions — Amnesty International called those an “act of vandalism” against international justice — but called for Biden to go further, by supporting the court's work and making the United States a member country. The U.S. sanctions had targeted ICC chief prosecutor Fatou Bensouda and the court’s head of jurisdiction, Phakiso Mochochoko, for pressing ahead with investigations into the United States and its allies, notably Israel, for alleged war crimes. Two sets of sanctions were imposed, the first being a travel ban on Bensouda in March 2019, and then 18 months later a freeze on any assets she and Mochochoko may have in the United States or U.S. jurisdictions. The second round also made giving the pair “material support” a potentially sanctionable offense. Both sets of sanctions had been roundly denounced by the ICC itself as well as a number of court members and human rights groups. When former Secretary of State Mike Pompeo imposed the financial penalties in September 2020, he attacked the court as “a thoroughly broken and corrupt institution” and said “we will not tolerate its illegitimate attempts to subject Americans to its jurisdiction.” U.S. presidents since Bill Clinton have expressed deep reservations about the court, although some, including President Barack Obama, agreed to limited cooperation with it. The ruling comes two weeks after Russia's state communications watchdog Roskomnadzor threatened to block Twitter within 30 days if it doesn't take steps to remove banned content. Roskomnadzor last month accused Twitter of failing to remove content encouraging suicide among children, as well as information about drugs and child pornography. The agency announced on March 10 it was slowing down the speed of uploading photos and videos to the platform because of that. Twitter in response has emphasized its policy of zero tolerance for child sexual exploitation, the promotion of suicide and drug sales. Less than a week later, deputy chief of Roskomnadzor Vadim Subbotin argued that Twitter still wasn’t complying with the demands of the Russian authorities, adding that “if things go on like this, then in a month it will be blocked." Russian authorities earlier this year criticized social media platforms for bringing tens of thousands of people into the streets across Russia in January to demand the release of jailed Russian opposition leader Alexei Navalny, President Vladimir Putin's most well-known critic. The wave of demonstrations was the largest in years and posed a major challenge to the Kremlin. The authorities alleged that social media platforms failed to remove calls for children to join the protests. Putin has urged police to act more to monitor social platforms and to track down those who “draw the children into illegal and unsanctioned street actions.” Twitter on Friday offered no comment on the Moscow court ruling. The Russian government’s efforts to tighten control of the internet and social media date back to 2012, when a law allowing authorities to blacklist and block certain online content was adopted. Since then, a growing number of restrictions targeting messaging apps, websites and social media platforms have been introduced in Russia. The government has repeatedly aired threats to block Facebook and Twitter but stopped short of outright bans, probably fearing the move would elicit too much public outrage. Only the social network LinkedIn, which wasn’t very popular in Russia, has been banned by the authorities for the failure to store its user data in Russia. Capitol Police said that someone rammed a vehicle into two of its officers. The law enforcement officials told the AP that the driver then got out of the car with what appeared to be a knife. It's unclear which member of law enforcement shot the suspect. The officials said the suspect was being taken to the hospital in critical condition. One of the officers who was injured was taken by police car to the hospital; the other was being transported by emergency medical crews, the officials said. The officials could not discuss the matter publicly and spoke to the AP on condition of anonymity. The U.S. Capitol complex was placed on lockdown after the shooting and staff were told they could not enter or exit buildings. Video showed National Guard troops mobilizing near the area of the crash. The incident occurred about 100 yards (91 meters) from the entrance of the building on the Senate side of the Capitol. Fencing that prevented vehicular traffic near that area was recently removed as the Capitol has started to open up after the Jan. 6 riots. The security checkpoint is typically used by senators and staff on weekdays. Congress is currently on recess. Video posted online showed a dark colored sedan crashed against a vehicle barrier and a police K9 inspecting the vehicle. Law enforcement and paramedics could be seen caring for at least one unidentified individual. President Joe Biden had just departed the White House for Camp David when the incident occurred.
