The ministry added that the decision was taken in close coordination with Poland, Sweden and the EU's diplomatic service. Poland's foreign ministry tweeted that “in accordance with the principle of reciprocity" it considers "the diplomat working at the Consulate General in Poznan as a persona non grata.” In a statement, EU lawmakers also appealed to “all EU Member States to show maximum solidarity with Germany, Poland and Sweden and take all appropriate steps to show the cohesiveness and strength of our Union.” The parliamentarians called for “a new strategy for the EU’s relations with Russia, centered around support for civil society, which promotes democratic values, the rule of law, fundamental freedoms and human rights.” The tit-for-tat expulsions come as EU officials ponder the future of the 27-nation bloc's troubled relations with Moscow amid deep concern that their large eastern neighbor sees democracy as a threat and wants to distance itself further from the EU. Moscow's decision Friday was as an extra slap in the face for the Europeans because it came as the bloc’s top diplomat — foreign policy chief Josep Borrell — was meeting with Russian Foreign Minister Sergey Lavrov. Borrell said he learned about the expulsions on social media. “The messages sent by Russian authorities during this visit confirmed that Europe and Russia are drifting apart,” Borrell wrote in a blog on his return to Brussels. “It seems that Russia is progressively disconnecting itself from Europe and looking at democratic values as an existential threat.” He said the trip left him “with deep concerns over the perspectives of development of Russian society and Russia’s geostrategic choices,” and the expulsions, which he requested be dropped, “indicate that the Russian authorities did not want to seize this opportunity to have a more constructive dialogue.” Some EU lawmakers criticized Borrell for going, or for not insisting on visiting Navalny, who was arrested in January when he returned to Moscow after spending months in Germany recovering from a poisoning in Russia with what experts say was the Soviet-era nerve agent Novichok. On Feb. 2, a Moscow court ordered Navalny to prison for more than 2 1/2 years for violating the terms of his probation while in Germany. Borrell tried to arrange a prison meeting through Lavrov but was told to take it up with the courts. “If you are familiar with the court procedures in Russia, you will know that it would take much more time than the duration of the visit,” Borrell’s spokesman, Peter Stano, said Monday. Ultimately, the trip was never uniquely about Navalny. Russia is a major trading partner and the EU depends on it for natural gas. It’s also a key player in talks on curbing Iran’s nuclear ambitions and has a central role in conflicts that impact on European interests, like those in Syria and Ukraine. Borrell’s aim was to “deliver firm messages” on the broad state of EU-Russia ties as much as on the imprisonment of Navalny, Stano said. EU foreign ministers will debate the issue Feb. 22 in preparation for the bloc’s leaders to weigh Europe’s Russia strategy at a summit on March 25-26. But the real challenge is overcoming the vast divisions between countries on how to approach Russia. EU heavyweight Germany has strong economic interests there, notably the NordStream 2 undersea pipeline project, and German and other ambassadors are reluctant to rapidly wade into any sanctions battle over Navalny. The 44-year-old opposition remained in grave condition in a Siberian hospital Friday more than a day after he became ill on a flight back to Moscow and fell into a coma. After announcing that they found no poison in Navalny's system, doctors in Siberia refused to authorize the transfer, saying his condition was too unstable. His suffering is a shock and a worry to supporters who see him as a stalwart in Russia's beleaguered opposition. “Many times I was asked publicly and privately how I can support this terrible Navalny ... Navalny began his rise to prominence by focusing on corruption in Russia’s murky mix of politics and business. In 2008, he bought shares in Russian oil and gas companies, so he could push for transparency as an activist shareholder. Navalny’s work to expose corrupt elites had a pocketbook appeal to the Russian people's widespread sense of being cheated. Whether he was writing for his website or running for public office, his target likely better resonated with potential supporters than more abstract goals such democratic ideals and human rights. Russia’s state-controlled television channels ignored Navalny, but his investigations of dubious contracts and officials' luxurious lifestyles got wide attention through the back channels of YouTube videos and social media posts. The information uncovered by his Fund For Fighting Corruption mostly overrode the reservations raised about Navalny's nationalist streak and his advocacy for the rights of ethnic Russians, even in opposition circles. Navalny also understood the power of a pithy phrase and a potent image. His description of President Vladimir Putin’s power-base United Russia party as “the party of crooks and thieves” attained instant popularity. A lengthy investigation into then-Prime Minister Dmitry Medvedev’s lavish country getaway boiled down to the property's well-appointed duck house; yellow duck toys soon became a way of deriding the prime minister. The founder of two opposition political parties, he also also be flippant in the face of difficulty, tweeting sarcastic remarks from police custody or courtrooms on the many occasions he was arrested. In 2017, after an assailant threw green-hued disinfectant in his face, seriously damaging one of his eyes, Navalny joked in a video blog that people were comparing him to comic book character the Hulk. Navalny frequently was jailed for participating in protests — or sometimes even as he headed to them. Online video reports of protests broadcast from Navalny’s studios sometimes were enlivened by on-camera police raids. He also faced more serious legal troubles. In 2013, on the day after Navalny had registered as a candidate for Moscow mayor, he was sentenced to five years in prison for an embezzlement conviction. He was accused of stealing timber from a company in a region where he was an adviser to the reformist governor. But in a hugely surprising move, the prosecutor’s office appealed the sentence hours later. The opposition attributed his release to the massive protests that greeted news of Navalny's imprisonment, but many observers thought it was a calculated move by authorities to make sure the mayoral election two months later carried a tint of legitimacy. Navalny ended up placing second, an impressive performance against the incumbent mayor with the backing of Putin’s political machine and who was popular among Muscovites for improving the capital’s infrastructure and aesthetics. The embezzlement conviction was eventually reinstated, and Navalny was convicted, along with his brother Oleg, in another embezzlement case in 2014. His brother received a 3 1/2-year prison sentence, while Navalny's sentence was suspended. Although he did not get sent to prison, the conviction blocked Navalny from being able to carry out his plans to run against Putin in Russia's 2018 presidential election. His own legal obstacles and the widespread obstruction authorities set before other independent candidates seeking public office led Navalny and his organization to adopt a new strategy for the 2019 Moscow city council elections. The “Smart Vote” initiative analyzed which candidate in each district appeared to have the best chance of beating United Russia's pick and tried to drum up support for that candidate. The initiative appeared to be a success, with nearly half of the city council seats going to “systemic opposition” candidates, although its effectiveness could not be quantified. Navalny intended to redeploy the same strategy in next year’s national parliament elections. But the Moscow city council races may have foretold even worse troubles for Navalny. While jailed last summer for taking part in a pre-election protest against the exclusion of many independent candidates, Navalny became ill and was taken to a hospital. The official version was that he had suffered an allergic reaction. His supporters and some doctors said at the time that poisoning appeared to be a more likely explanation. The sharp-tongued tone, with accusations that Democrats are making “patently absurd" arguments and trying to “silence a political opponent,” makes clear that Trump's lawyers are preparing to challenge both the constitutionality of the trial and any suggestion that he was to blame for the insurrection. “While never willing to allow a ‘good crisis’ to go to waste, the Democratic leadership is incapable of understanding that not everything can always be blamed on their political adversaries, no matter how very badly they may wish to exploit any moment of uncertainty on the part of the American people," the defense lawyers say. House impeachment managers filed their own document Monday, asserting that Trump had “betrayed the American people” and that there is no valid excuse or defense. “His incitement of insurrection against the United States government — which disrupted the peaceful transfer of power — is the most grievous constitutional crime ever committed by a president," the Democrats said. The trial will begin Tuesday with a debate and vote on whether it's even constitutional to prosecute the former president, an argument that could resonate with Republicans keen on voting to acquit Trump without being seen as condoning his behavior. Opening arguments would begin Wednesday at noon, with up to 16 hours per side for presentations. Under a draft agreement between Senate Majority Leader Chuck Schumer and Senate Republican Leader Mitch McConnell, the proceedings will break Friday evening for the Jewish Sabbath at the request of Trump's defense team and resume on Sunday. There will likely be no witnesses, and the former president has declined a request to testify. This impeachment trial will be different because of COVID-19 restrictions. Rather than sitting at their desks through the trial, senators may be spread out, including in the “marble room” just off the Senate floor, where proceedings will be shown on TV, and in the public galleries above the chamber, to accommodate social distancing, according to a person familiar with the discussions. Trump's second impeachment trial is opening with a sense of urgency — by Democrats who want to hold him accountable for the violent Capitol siege and Republicans who want it over as quickly as possible. The proceedings are expected to diverge from the lengthy, complicated trial that resulted in Trump's acquittal a year ago on charges that he privately pressured Ukraine to dig up dirt on a Democratic rival, Joe Biden, now the president. This time, Trump's rally cry to “fight like hell” and the storming of the Capitol played out for the world to see. Trump very well could be acquitted again, and the trial could be over in half the time. Biden will be busy with the business of the presidency and won't spend “too much time watching,” press secretary Jen Psaki said when asked on Monday. Trump is the first president to be twice impeached, and the only one to face trial after leaving the White House. The Democratic-led House approved a sole charge, “incitement of insurrection,” acting swiftly one week after the riot, the most violent attack on Congress in more than 200 years. Five people died, including a woman shot by police inside the building and a police officer who died of injuries the next day. So far, it appears there will be few witnesses called, as the prosecutors and defense attorneys speak directly to senators who have been sworn to deliver “impartial justice” as jurors. Most are also witnesses to the siege, having fled for safety that day as the rioters broke into the Capitol and temporarily halted the electoral count certifying Biden's victory. Instead, House managers prosecuting the case are expected to rely on videos from the siege, along with Trump's incendiary rhetoric refusing to concede the election, to make their case. His new defense team has said it plans to counter with its own cache of videos of Democratic politicians making fiery speeches. “We have the unusual circumstance where on the very first day of the trial, when those managers walk on the floor of the Senate, there will already be over 100 witnesses present,” Rep. Adam Schiff, D-Calif., who led Trump's first impeachment, said on NBC's “Meet the Press.” "Whether you need additional witnesses will be a strategic call.” Democrats argue it’s all about holding the former president accountable for his actions, even though he’s out of office. For Republicans, the trial will test their political loyalty to Trump and his enduring grip on the GOP. Initially repulsed by the graphic images of the siege, Republican senators including Senate Republican leader Mitch McConnell denounced the violence and pointed fingers of blame at Trump. But in recent weeks they have rallied around Trump, arguing his comments do not make him responsible for the violence and questioning the legitimacy of trying someone no longer in office. Trump has conspiratorially inflated local incidents, contending, for example, that mail-in ballots filled out for him are being dumped in rivers or creeks. This is a fabrication. Three trays of mail were found by the side of a road and in a ditch — not a river or creek — in Greenville, Wisconsin, in mid-September. The sheriff initially said “several absentee ballots” were in the mix. The state's elections officer later said no Wisconsin ballots were in the lost mail after all. No one said ballots marked for Trump were thrown out in the incident. Trump’s motive for challenging votes by mail is plain: Democrats are dominating that segment of voting. Registered Democrats have also outnumbered registered Republicans in early voting in person at polling places, though the gap is narrower than with mailed ballots. In short, Trump may need supporters to show up in huge numbers on Election Day if not before, and his baseless allegations of early-voting irregularities are designed to motivate them to do so as well as to portray the result as illegitimate if Biden wins. As for his demand for a “final vote total” on election night, that flies in the face of how votes are counted and reported. Apart from the usual lags in rounding up and reporting totals from every precinct in the country, the U.S. is seeing unprecedented numbers of early votes, and some battleground states won't even start counting them until Election Day votes have been tallied. Indeed, the Supreme Court is allowing Pennsylvania to count mailed ballots that are not even received by elections officials for three days after the election, as long as there's no evidence that such ballots were filled out after Nov. 3. The court quashed an effort in Wisconsin to extend the absentee ballot deadline there. Earlier in the campaign, Trump asserted that the winner should be declared on election night, another outcome no one can guarantee and one that may elude the country in a week. There is no requirement that the winner be determined Election Day. He raised the question of delaying the election, then dropped it, but has persisted in groundless allegations that it is certain to be plagued by fraud. It estimates that over 300,000 people will take up the offer of extended residency rights in the next five years. “Before the announcement of the BN(O) visa in July, we didn’t have many enquiries about U.K. immigration, maybe less than 10 a month,” said Andrew Lo, founder of Anlex Immigration Consultants in Hong Kong. “Now we receive about 10 to 15 calls a day asking about it.” Mike, a photojournalist, said he plans to apply for the visa and move to Leeds with his wife and young daughter in April. His motivation to leave Hong Kong came after the city’s political situation deteriorated following the anti-government protests and he realized that the city’s police force was not politically neutral. The president repeatedly cited disproven claims of fraud and raised the prospect of a “criminal offense” if officials did not change the vote count, according to a recording of the conversation. Trump has ventured into uncharted and dangerous territory since his Nov. 3 defeat, becoming the first president who lost an election to try to hang onto his office by rejecting the will of the voters and casting aside results of the Electoral College enshrined in the Constitution. Trump's refusal to concede, undermining the democratic tradition of a peaceful transfer of power and hindering the transition to a Biden administration, is particularly risky for the nation when it is grappling with a surging pandemic that has killed more than 350,000 Americans. Paying little heed to the virus in recent weeks, the president has largely abdicated day-to-day governing to instead focus on his efforts to cling to power. On the phone call, Trump peddled anew conspiracy theories, disinformation and outright lies, insisting that he won Georgia despite multiple recounts that show the contrary. He repeatedly argued that Raffensperger, a fellow Republican, could change the certified results. “All I want to do is this. I just want to find 11,780 votes, which is one more than we have,” Trump said. “Because we won the state.” Biden won Georgia by 11,779 votes. The call showcased Trump’s evolution since Nov. 3. At first, he privately accepted that he had been beaten even as he publicly protested, hoping to show his loyal supporters that he was still fighting while eyeing his own future, politically and financially. But as the weeks have gone on, Trump has embraced the narrative that his victory was stolen. His shrinking inner circle is now largely populated by those peddling conspiracy theories. The president lives in a media echo chamber made up of conservative television and social media voices amplifying his claims of fraud. Asked if he felt like the president was pressuring him to do something illegal, Raffensperger told The Associated Press on Monday: “I think he was looking for any kind of advantage he could get, and I just don’t see how he’s going to get it.” Raffensperger added that Georgia’s presidential votes were counted three times — first right after the election, then in an audit that hand tallied the results and finally in a machine recount at Trump’s request. “If they support a challenge of the electors for Georgia, they’re wrong, dead wrong,” Raffensperger said. Members of Congress will have to make a decision about the results in the other states, he added, “but in Georgia, we did get it right. I’m not happy with the result, as a Republican, but it is the right result based on the numbers that we saw cast.” Trump’s renewed intervention and his persistent and unfounded claims of fraud come nearly two weeks before he leaves office and in the leadup to twin runoff elections in Georgia on Tuesday that will determine political control of the U.S. Senate. It also added intrigue ahead of Trump’s rally in Georgia on Monday night — likely the last of his term — in which he stumped for the two Republican candidates. In a rage after the Raffensperger call, Trump floated the idea of pulling out of the rally, which could been devastating to GOP chances in what are expected to be a pair of razor-thin races. But Trump was persuaded to go ahead with the rally as a stage from which to reiterate his claims of election fraud and to present, as he tweeted Monday, the “real numbers” from the race. Republicans worried that Trump might focus on himself and depress turnout by undermining faith in the runoff elections and not promoting the two GOP candidates. In the end, Trump split his time rehashing many of the same debunked grievances he made days earlier in the Raffensperger call, while also urging his supporters to swamp the polls on behalf of Sen. Kelly Loeffler and David Perdue in races he said would determine the “fate of our country.” Trump also signaled he had no intention of dropping his election challenges even after Wednesday's counting of the electoral votes, urging the crowd to watch for new revelations over the next “couple weeks” and vowing: “They’re not taking this White House. We’re going to fight like hell, I’ll tell you right now." Raffensperger reiterated his frustration with disinformation that has proliferated since the election, much of it emanating from the Oval Office. He expressed fears that Trump’s baseless claims would not only undermine the democratic process but could hurt Republicans’ chances. People wonder about the best way to vote after false information has caused them to distrust both absentee ballots and the state’s voting machines, he said. “That is not a good message for you to ever get out to your base,” he said. Egged on by Trump, a dozen Republican senators have announced that they would support up to 100 House colleagues in challenging the Electoral College certification process on Wednesday. Wary of Trump’s Twitter account and hold over their party’s base, many other Republicans were slow to speak out, allowing the president to sow doubt for weeks and undermine Biden’s legitimacy with much of the population. Among those who spoke out Monday, Rep. Liz Cheney of Wyoming, a member of the GOP House leadership team, deemed the president's call “deeply troubling.” GOP Sen. Pat Toomey of Pennsylvania said the call was “a new low in this whole futile and sorry episode.” He commended election officials “who have discharged their duties with integrity over the past two months while weathering relentless pressure, disinformation, and attacks from the president and his campaign.” Audio snippets of the conversation were first posted online by The Washington Post. The AP obtained the full audio of Trump’s conversation with Georgia officials from a person on the call. The AP has a policy of not amplifying disinformation and unproven allegations. It annotated a transcript of the call with fact check material. Various election officials across the country and Trump’s former attorney general, William Barr, have said there was no widespread fraud in the election. Republican governors in Arizona and Georgia, battlegrounds crucial to Biden’s victory, have also vouched for the integrity of their state elections. Nearly all the legal challenges from Trump and his allies have been dismissed by judges, including two tossed by the Supreme Court, which has three Trump-nominated justices.
