The federal probe into Giuliani's overseas and business dealings had stalled last year because of a dispute over investigative tactics as Trump unsuccessfully sought reelection, and amid Giuliani’s prominent role in subsequently disputing the results of the contest on Trump’s behalf. Although the warrants do not mean that charges are near or even expected, it nonetheless represents a significant escalation in the investigation and means that law enforcement officials have persuaded a judge that there’s probable cause to believe a search of Giuliani’s property will turn up evidence of a crime. The full scope of the investigation is unclear, but it at least partly involves the Ukraine dealings, law enforcement officials have told the AP. Giuliani was central to the then-president’s efforts to dig up dirt against Democratic rival Joe Biden and to press Ukraine for an investigation into Biden and his son, Hunter — who himself now faces a criminal tax probe by the Justice Department. Giuliani also sought to undermine former U.S. ambassador to Ukraine Marie Yovanovitch, who was pushed out on Trump’s orders, and met several times with a Ukrainian lawmaker who released edited recordings of Biden in an effort to smear him before the election. A message left for Giuliani’s lawyer wasn’t immediately returned. Giuliani had previously called the investigation is “pure political persecution.” Federal prosecutors in Manhattan had pushed last year for a search warrant for records, including some of Giuliani’s communications, but officials in the Trump-era Justice Department would not sign off on the request, according to multiple people familiar with the investigation who insisted on anonymity to speak about an ongoing investigation. EU lawmakers approved the final ratification of the deal nearly five years after Britain decided to leave the bloc. The deal, which was finalized on Christmas Eve, had already been ratified by the U.K. Parliament and conditionally came into force pending the European Parliament’s approval, which marks the final legal hurdle. Lawmakers at the European Parliament voted 660-5 with 32 abstentions to endorse the free trade agreement. Voting took place Tuesday but results were not announced until Wednesday morning. EU legislators said in a resolution accompanying their consent that the UK’s withdrawal from the EU was a “historic mistake, as no third country can enjoy the same benefits as an EU member.” The United Kingdom joined the bloc in 1973, and its citizens decided in a June 2016 referendum to pull out of the bloc. The first draft of the bill to create the commission did not mention Trump or his calls for his supporters who broke into the Capitol to “fight like hell” to overturn his election defeat. But Republicans swiftly decried the broad latitude to investigate the causes of the insurrection. They also objected to a series of findings in the bill that quoted FBI Director Christopher Wray saying that racially motivated violent extremism, and especially white supremacy, is one of the biggest threats to domestic security. The Republicans said the investigation should focus not just on what led to the Jan. 6 insurrection but also on violence in the summer of 2020 during protests over police brutality — a touchstone among GOP voters and an idea that Democrats say is a distraction from the real causes of the violent attack. On Tuesday, Senate Republican leader Mitch McConnell said he'd had no discussions with Pelosi. He said the commission needed to have a partisan balance but also the scope of the investigation needed to be broader than just the insurrection. “We’ve also had a number of violent disturbances around the country last year, and I think we ought to look at this in a broader scope and with a totally balanced 9/11 style commission,” McConnell told reporters. Feelings about the attack are still raw in the House, where Trump was impeached for “incitement of insurrection" one week after the attack. The former president was acquitted by the Senate in February. Pelosi and House Republican leader Kevin McCarthy haven't even been able to agree on whether the Republicans have been sent the proposal. That’s why good weather is needed not only at the Florida launch site, but all the way up the East Coast and across the North Atlantic to Ireland. “Although the weather is probably going to look great here at the launch site, we're worried about those downrange winds and wave heights in case of an abort,” said Kennedy's director, Robert Cabana, a former astronaut. The four astronauts from the U.S., Japan and France will spend six months at the International Space Station. This will be SpaceX's third launch of astronauts for NASA in less than a year. NASA turned to private companies once the shuttle program ended to haul not only supplies to the space station, but also people. The rebel group that the military blamed for President Idriss Deby Itno's killing said late Tuesday that its forces were “heading toward N’Djamena at this very moment.” “Chad is not a monarchy,” said a statement from the group known as the Front for Change and Concord in Chad. “There can be no dynastic devolution of power in our country.” The group's claim of advancing on the capital could not be independently verified, but it immediately created panic in N’Djamena, which another rebel group attacked back in 2008 before being repelled by government forces. The ruling Transitional Military Council warned that the fight was not yet over for control of Chad. “The security situation remains highly serious given the persistence and magnitude of the terrorist threat,” the council's vice president, Djimadoum Tiraina, said, adding that the military must now “prevent the country from sinking into chaos and anarchy.” Yet even as fears mounted that the rebels could reach N'Djamena, plans moved ahead for a state funeral Friday for Deby, a key ally of former colonizer France. French President Emmanuel Macron is among the heads of state expected to attend, French officials confirmed. During Deby's rule, France established its regional military base in Chad to combat extremist violence in Africa. Deby also contributed invaluable troops to the U.N. peacekeeping mission in northern Mali that has sought to stabilize the country after France's 2013 military intervention to dislodge Islamic extremists from power in the north. Human rights groups say those contributions, though, helped to shield Deby from international criticism as his government became increasingly autocratic. “For years, international players have propped up Deby’s government for its support for counterterrorism operations in the Sahel and the Lake Chad basin and involvement in other regional initiatives while largely turning a blind eye to his legacy of repression and violations of social and economic rights at home,” Human Rights Watch said in a statement Wednesday. Earlier this month, Deby was elected to a sixth term after facing minimal opposition because several challengers chose to boycott, fearing the vote would be rigged. In a bit to thwart opposition activists, the internet in Chad was disrupted several times before and during the April 11 voting day. Authorities now believe the rebels blamed for killing Deby entered Chad that same day from southern Libya. Deby, a former army commander-in-chief, came to power in 1990 when his rebel forces overthrew then-President Hissene Habre. Over the years his government survived a number of armed rebellions until his death this week. An army spokesman said Tuesday that Deby was killed while visiting the front lines of the battle against the latest rebel group challenging his rule. The rebels now aiming for the capital are led by Mahamat Mahadi Ali, a longtime Deby opponent who formed the shadowy group known by its French acronym, FACT, in 2016 after leaving another rebel group, the Union of Forces for Democracy and Development. Until earlier this month, FACT forces had been based in southern Libya, where they claimed neutrality in the Libyan conflict. However, a recent U.N. experts’ report found that FACT forces in southern Libya were guarding Libyan military bases under the command of Field Marshall Khalifa Hifter. The circumstances of Deby’s death could not be independently confirmed due to the remote location of the fighting. Some observers initially feared a coup had taken place since the military immediately handed power to his son for an 18-month transitional period instead of following constitutional protocol. His son, Mahamat Idriss Deby, 37, is best known as a top commander of the Chadian forces aiding a U.N. peacekeeping mission in northern Mali. Already some in N'Djamena question whether 18 months in power will be enough for the younger Deby. “There is a great deal of uncertainty around how events in Chad will unfold: Whether the army will stay loyal to Deby’s son and continue the effort to repel the advancing rebels,” said Cameron Hudson, a senior fellow with the Africa Center at the Atlantic Council. Chadians fed up after 30 years of Deby’s rule could also align with demands for a leadership change, he said. “Either scenario presents a high risk of civilian casualties and a likelihood that fleeing civilians or soldiers could export Chad’s instability to neighboring states,” Hudson said. DETROIT (AP) — Two federal agencies are sending teams to investigate the fatal crash of a Tesla near Houston in which local authorities say no one was behind the wheel. The National Highway Traffic Safety Administration and the National Transportation Safety Board said Monday they will send investigators to Spring, Texas, to look into the fiery Saturday night crash. But they're still trying to determine whether the electric car was operating on Tesla's Autopilot driver-assist system, or if the company's “Full Self-Driving Capability” system was in use. One of the men was found in the front passenger seat of the badly burned car, and the other was in the back seat, Herman told The Associated Press Monday. “We are actively engaged with local law enforcement and Tesla to learn more about the details of the crash and will take appropriate steps when we have more information,” NHTSA said Monday. The NTSB is sending two investigators who will focus on the vehicle's operation and the fire, spokesman Keith Holloway said. Investigators are in the process of getting several search warrants seeking evidence in the crash, but Herman would not say if those warrants are directed at Tesla. He said he didn’t know if investigators had spoken with the Palo Alto, California, electric vehicle maker. Also, investigators are working with NHTSA and the NTSB, both of which investigate serious auto crashes. Tesla has had serious problems with its Autopilot partially automated driving system, which has been involved in several fatal crashes where it didn’t spot tractor trailers crossing in front of it, stopped emergency vehicles, or a highway barrier. The NTSB has recommended that NHTSA and Tesla limit the roads on which the system can safely operate, and that Tesla install a more robust system to monitor drivers to make sure they’re paying attention. Neither Tesla nor the agency took action. A message was left Monday morning seeking comment from Tesla, which has done away with its media relations department. The company has said in the past that drivers using Autopilot must be ready to intervene at any time. It says the “Full Self-Driving Capability” system can’t drive itself and also must be continually monitored by drivers. Investigators haven’t determined how fast the Tesla was driving at the time of the crash, but Herman said it was a high speed. He would not say if there was evidence that anyone tampered with Tesla’s system to monitor the driver, which detects force from hands on the wheel. The system will issue warnings and eventually shut the car down if it doesn’t detect hands. But critics say Tesla’s system is easy to fool. KHOU-TV reported that the car was a 2019 Tesla Model S, and the two men found in the car were aged 59 and 69. Herman said the car went about 100 feet after running off the road, hit a tree and immediately caught fire. Firefighters, he said, used at least 32,000 gallons of water to extinguish the flames fed by the car's lithium-ion battery, he said. Firefighters at the scene contacted Tesla for advice on how to extinguish the blaze and were told just to let it burn out, Herman said. The Harris County crash is the 28th to which NHTSA has sent investigators during the past few years. On Sunday, Tesla CEO Elon Musk tweeted that the company had released a safety report from the first quarter showing that Tesla with Autopilot has nearly a 10 times lower chance of crashing than the average vehicle with a human piloting it. But Kelly Funkhouser, head of connected and automated vehicle testing for Consumer Reports, said Tesla's numbers have been inaccurate in the past and are difficult to verify. “You just have to take their word for it,” Funkhouser said, adding that Tesla doesn't say how many times the system failed but didn't crash, or when a driver failed to take over. Shares of Tesla Inc. fell 4%, more than the broader markets, in Monday afternoon trading.
